These are typical problem tenants. I am a renter and I've seen these types of situations get totally out of hand because they are often given the benefit of the doubt over and over. Once several police complaints have been made, it's really time to get tough. Otherwise things spiral out of control and you end up with damaged property, neighbors that despise your inaction and threatening letters from the city and land association attorneys like you got. I hope that this situation opened your eyes!!
